# ODI 2.0 Public Web Claim Ledger — staging v0.1

## Allowed / supported public language
- Audited public-catalog evidence.
- ODI Mathematical Core 2.0.
- Complete SATCAT source snapshot: 70,661 source rows; 28,605 LEO objects retained by the model window.
- Full-catalog structural-load broad maximum: LEO 200–600 km.
- Fine-grained full-catalog maximum: approximately 475 km / 52.5 degrees at the tested 50 km x 5 degree default resolution.
- Active-payload population is a major contributor to the observed low-LEO structural load.
- In the preregistered in-model counterfactual excluding active payloads and recomputing the core, LEO 600–900 km becomes the broad top region in 27/27 sensitivity runs.

## Required boundary language
- Catalog-derived evidence is not telemetry.

- Counterfactual cohort exclusions are in-model experiments, not predictions of the physical orbital environment after real removal.
- Audit PASS means the experiment met its internal preregistered checks; it is not external scientific validation.

- "Kessler risk monitoring"
- "determine which objects must be removed first"
- "before a Kessler cascade becomes irreversible"
- "high-risk region" when referring to ODI structural-load output
- "live telemetry" without an actual telemetry source

- any claim that NVIDIA Inception is endorsement, funding, certification, sponsorship, technical validation, adoption or approval of ODI

## Naming recommendation
Public primary observable: **Current Structural Load**.
Secondary evidence view: **Debris Structure / Structural Counterfactual**.
Use **ODI / Orbital Tension Index** only with a short definition and explicit non-Pc boundary.

## v0.2 interface-specific wording
- The hero video is a **representational orbital visualization**, not measured positions, telemetry, or an operational traffic display.
- The satellite panel is a **public GP snapshot reference**; “connected” may only refer to the public evidence/data layer, never to a direct spacecraft telemetry link.
- The page may state that the full-catalog model ranks LEO 200–600 km first in structural load and that the preregistered no-active-payload counterfactual restores LEO 600–900 km in 27/27 sensitivity runs.
- The page must not translate either output into collision probability, operational risk, or authority to intervene.

## Live orbital map boundary (v0.6 staging)
Allowed: "live propagated view"; "current-time SGP4 propagation from the latest mirrored public GP elements"; "public ACTIVE population" when that mirror is loaded; source epoch, mirror fetch time, and element age shown explicitly.
Not allowed: "live telemetry"; "real-time tracking from spacecraft"; "every satellite on Earth" without coverage/exclusion disclosure; physical-scale claims from the compressed radius; collision probability, conjunction warning, maneuver recommendation, or removal authority derived from this visualization.
